The term 'Conduct Risk' appeared first in February 2013 when the Financial Stability Board used the term to explain how misconduct in the financial industry contributed to the crisis in 2008. Since then, misconduct and conduct risk has become an increasingly important topic in the discussion about risk management and a focus for the regulators worldwide. Such misconduct has costed the financial industry hundreds of billions of dollars in damages and legal fees. This has resulted in a reduced lending capacity of global banks estimated at US$ 5 trillion since 2008. The traditional "hardware" of risk management, such as limits, quantitative risk models or risk policies, is no longer sufficient.

A new approach is required to influence the behavior of risk takers. The Hong Kong Monetary Authority's Bank Culture Reform is just one of the many examples on how regulators attempt to strengthen ethical behavior in the financial industry.

Looking back in history, misbehavior in the financial industry started on a large scale only in the 1980's. It is therefore interesting to investigate what happened in that time period and how the changes in the market structure and incentive systems might have resulted in today's propensity to misbehave in the financial industry. Through a better understanding of cause and effects we attempt to design better frameworks to manage increasingly complex and emerging new risk in this fast-changing industry.
